I faxed the enclosed talking point paper to Alex Marion of NUMARC on Tuesday, March 14, 1989, to facilitate follow-up discussions with him and with the NUMARC Working Group led by Bill Cavanaugh.

.nk-The NRC has published an Advance Notice of Proposed Rulemaking, Information a
Notices, Bulletins, and Generic Letters all; addressing the issue of substandard, misrepresented or falsified components. The list of components indicate that the problem of questionable quality products being sold to nuclear utilities includes a wide spectrum of products.
The NRC is striving to apply resources to this problem in the most effective way.
In order to do this, the NRC is interested in developing insight into potential vulnerabilities. Which product should be scrutinized next? The body of procurement, receipt inspection and i
testing, and procurement engineering, expertise resides in the utility industry.
l We would like to discuss-the topic of components which may be vulnerable with a few knowledgeable people from the utility industry. We want to explore the potential for falsification, fraud, experience in procurement, inspection, testing, and evaluation of products in a way which may lead us to a plan for applying our resource in the most effective way. The objective is to identify components, and/or vendors which have a reasonable potential for being procured by a utility and then found to be misrepresented or otherwise unacceptable for i
use in nuclear power plants.
