Reply to Notice of Violation and Proposed Imposition of Civil Penalties (NRC Inspection No. 50-309/88-20) - Plant Security Gentlemen:

The purpose of this letter is to respond to the Notice of Violation and Proposed Imposition of Civil Penalties in reference (b.).

For completeness, we have restated the violations and provideG our responses.

The attachment contains information on our Physical Security Protection Plan and should be withheld from public disclosure as SAFEGUARDS INFORMATION.

It should be noted that Maine Yankee has undertaken a comprehensive and

aggressive program to upgrade tne Security Program.

The scope of this program, as discussed at both the Enforcement Conference on December 20, 1988, and the Quarterly Update meeting with the NRC on March 6, 1989, is much

- broader than the specifics identified in this response. A substantial number of other initiatives have been completed, or are in the process of completion, which are intended to significantly improve Maine Yankee's security performance.

As outlined in the Security Quality Improvement Program, broaa areas for improvement include:

review and upgrade of the Security Plan and Procedures, improved management oversight, improved access controls, and improved physical plant and equipment.

Progress in each of these areas has been significant and has been discussed in depth at the meetings mentioned above. Other initiatives intended to significantly improve overall progran performance include weekly meetings chaired by senior corporate management to gauge progress and to effectively deal with security issues.
