OF AUDIT ON AUGUST 17-20, 1987 - CPRT THIRD-PARTY REVIEW 0F LARGE BORE PIPING ISSUES l,

During August 17-20, 1987, the NRC staff (D. Terao) and consultants conducted an audit of the Comanche Peak Response Team (CPRT) third-party review of the large bore piping issues associated with the CPSES.

The audit was conducted at the offices of TENERA in Berkeley, California.

The purposes of the audit were: 1) to determine the final scope of the TENERA third-party review of large bore piping, 2) to determine the completeness of the piping issues addressed in the TENERA Engineering Evaluations, and

3) to determine the overall comprehensiveness of the TENERA resolutions to the piping and pipe support issues raised by external sources.

The scope of the audit included a review of the CPRT " Discipline Specific Results Report: Piping and Supports," (DAP-RR-P-001)* Revision 0, dated July 2, 1987, including selected supporting Engineering Evaluations and third-party calculations.

The objectives of the audit were to establish the status of remaining open and unresolved items from previous NRC inspections conducted at the offices of TENERA and previous audits of piping generic technical issues conducted at the offices of Stone & Webster Engineering Corporation (SWEC).

A list of attendees at the entrance meeting held on August 17, 1987 is provided in the Enclosure to this memorandum.

The highlights of the staff audit and preliminary findings based on the initial review of the TENERA third-party activities are discussed below:

Scope - Based on its audit, the staff obtained a clearer understanding of the final scope of TENERA's review as delineated in Revision 4 to the CPRT Program Plan.

TENERA has completed a detailed review of the piping and supports external source issues and its findings are summarized in the Piping Results Report in 32 Primary Issue Evaluations and 51 Discrepancy / Issue Reports (DIRs).

Each Primary Issue and DIR is supported by a cetailed Engineering Evaluation.

TENERA has also reviewed the SWEC design criteria ** used for the piping and supports requalification and evaluated their completeness, accuracy,

and consistency with FSAR licensing commitments, applicable Regulatory

-_ Guides, industry standards, the ASME Boiler & Pressure Vessel Code, and R

design specifications. The TENERA findings are provided in the Piping Resul_ts Report.

It was apparent that the TENERA effort resulted in technically extensive and in-depth evaluations. involving many engineers who we e knowledgeable of the CPSES piping issues.

The staff is continuing its review of selected Engineering Evaluations.(e.g., Fluid Transients, Reduced Pipe Wall Thickness, and Anchor Bolts) and will' report its findings in more detail in a future safety evaluation.

Follow-Up Items from Inspection Report 50-445/86-19; 50-446/86-16 Several open items relating to the TENERA review of piping and supports were previously identified in NRC Inspection Report 50-445/86-19; 50-446/85-16.

The staff examined the applicant's responses to these i

open items during this audit and will report its findings in a future l

safety evaluation.
