M. S. Turbak letter to A. B. Davis dated May 5, 1987

Dear Mr. Davis:

Reference (a) transmitted a report from our contractor, Northeast Technology Corp (NETCO), that described a preliminary assessment of the Boraflex performance in the Quad Cities spent fuel storage racks. The report concluded that there was no criticality concern with the spent fuel at this time. Reference (a) also stated that we would inform you of additional analyses that were in progress.

Enclosed is a report from Southern Science that provides an additional assessment of the Boraflex anomaly at Quad Cities. The report is entitled " Criticality Safety Evaluation of Boraflex Degradation in the Quad l

Cities Spent Fuel Storage Racks", dated June 1987. These criticality f

calculations are based on the maximum theoretical shrinkage of Boraflex and they assume maximum reactivity from a hypothetical fuel bundle considered to be a besanding case for all fuel to be stored in the Quad Cities fuel pool.

These calculations take credit for gadolinium loading and the depletion of U-235.
