for completion of corrective actions on enforcement items identified at the Windsor Fuel Manufacturing facility subsequent to September 1987. The meeting was attended by NRC and licensee management. Two main issues were discussed:

(1) procedure for making necessary changes to commitment dates and (2) the demonstration of incremental progress on completion of corrective actions and on implementation of the Nuclear Fuel Integrated Improvement Plan.

2.0 S p ary of Discussion Mr. Ebneter opened the meeting and expressed NRC's concern relative to an apparent misunderstanding of licensee actions which were allegedly pre-viously discussed durirg a management meeting on January. 17, 1989.

fir. Ebneter stated that during the January 17, 1989 meeting (1) the NRC agreed with the licensee on the concept of the revised organizational structure; however, the licensee must request approval of this structure from NMSS as soon as possible; and (2) the NRC accepted a revision in the date for incorporation of the task force results into the Nuclear Fuel Integrated Improvement Plan (NFIIP) from March 1, 1989 to March 31, 1989.

No additional revisions of commitment dates were discussed or agreed upon.

Mr. Pasciak requested information on the status of completion for each of >

the commitment dates previously identified.  ;

Mr. Waterman provided information on the status of some of the -i programmatic elements of the NFIIP and on a revised graphical computerized tracking system (PROMISE vs P2). The status of completion of each of the Radiological Protection Instructions (RPIs) was also presented.

3.0 Conclusions Mr. Ebneter concluded the meeting by stating that (1) the licensee can not make unilateral changes to commitment dates without first discussing those changes with the NRC; and (2) the licensee must be able to show the NRC that progrri* i' heing made on the completion of corrective actions and on implementors :n 4 the NFIIP.
