Shum Technical Branch, Division of Low-Level Waste Management and Decommissioning, HMSS SUBJLCT: TRIP REPORT - MEETING WITH SANDIA NATIONAL LAB (SNL) STAFF TO DISCUSS PERFORMANCE ASSESSMENT rn February 27 - March 1,1989, Edward Shum and John Starmer of NRC met with Sandia National Lab (SNL) staff at SNL office (Albuquerque, New Mexico) to discuss the performance assessment project under NRC contract FIN-A1764. The attendees were as follows:

- 1. niew and comment of report on Subtask 2.3 " Selection of Models Required tu .issess Radionuclides Transport and Human Exposure to Radionuclides:;
Release from LLW Disposal Facilities."
- 2. Schedule for completion of subsequent subtdsks.
- 3. Assignment of SNL staff for project and its completion.
Item No. 1: The NRC staff presented the comments from internal review of Subtask 2.3 Report and suggested approaches to resolve these comments. These include a major revision of the source term section; the air transport modeling sectior, and dinor revision in groundwater, surface water, food chain and dose modeling sections. The SNL staff were presented with the various documents and reports as guidance for the revision of Subtask 2.3 Report. In addition, the NRC staff discussed the requirements on subsequent Subtask 2.4 on "Model Selection and Integration." . to integrate the models .for dose calculation for various pathways. It is 1 expected that with these guidance from NRC, the new staff of SNL would carry on with the project without significant delay on the completion of the project.
I Item No. 2: The NRC staff expressed the concern about the slippage of target dates on the past two subtasks. The overall schedule on the various !
subtasks was then reviewed and discussed. It was agreed that some of the subtasks could be combir,ed (i.e. Task 2.3 and 2.4) and the subtask on computer code implementation could be moved ahead (i.e. Task 4.2). The final documentation of the Performance Assessment Methodology (PAM) will be deferred until code implementation is completed. This interchange of subtasks should 3 not impact the overall schedule of the final product. The SNL staff was asked '
to request these changes in writing for NRC's final approval.
Item No. 3: The NRC staff expressed their concern on the constant changes of SNL project manager from the past subtasks and the lack of SNL staff's participation on the project. The NRC staff were presented with a list of l staff participating in this project. Two new SNL staffs were added to this project. It is expected that this addition will provide a stable core of ,
Sandia staff on the project. The SNL staff mentioned that an additional
$60,000 could be used for FY89. The fiRC staff indicated that all FY89 funds j were committed and that addtional funding would require higher NRC management approval.
