Dear Chairman Zech:
On August 6 1987, a copy of a report by the Federal Emergency Management Agency entitled "Self-Initiated Review and Interim Finding" was hand delivered to my office.
Accompanying the Report was a covering letter from Mr. Edward Thomas, Division Chief, Natural and Technological Hazards, FEMA Region I, advising the Commonwealth of Massachusetts that the offsite plans for the Pilgrim Muclear Power Plant are " inadequate to protect the health and safety of the public in the event of an accident" at Pilgrim Station, and informing us that said plans "cannot be implemented until the inadequacies noted in the FEMA Self-Initiated Review and Interim Finding are corrected."
I also received a copy of a memorandum from Mr. Richard W.
Krimm, Assistant Associate Director, Office of Technological Hazards Program, FEMA, to Mr.
Frank J. Congel, Director, Division of Radiation Protection and Emergency Preparedness, NRC, advising him of the above referenced FEMA report and informing him that FEMA's 1982 interim finding of adequacy as to the Pilgrim Plans had been " superceded."
The FEMA report is based upon, and in important respects follows the lead of, a Report on Emergency Preparedness for an Accident at the Pilgrim nuclear Power Plant that I submitted to Governor Dukakis in December, 1986.
A copy of my report to the Governor was delivered to you shortly after I.;omitted it to the
' Governor.
My report to the Governor, as FEMA noted in its Report of August 6, 1987, represents the Commonwealth's official position regarding the Pilgrim RERP Plans.
It is our position that Pilgrim Plans that were submitted to FEMA and certified by a previous administration (see enclosed letters from former Civil Defense Director Paul Cahill and Secretary George Luciano dated June 16, 1981), as amended, are not adequate to protect the health and safety of tne public in the event of an accident at

officials at several public meetings that cerious deficiencies exist with respect to the Pilgrim plans, I urge you and the other members of the Commission to take whatever steps may be necessary to acknowledge the validity of the FEMA findings and the findings in my report and to initiate appropriate actions to insure that the Pilgrim facility not be allowed to refuel or restart unless and until all previously identified management, reactor safety and emergency planning concerns have been satisfactorily addressed.
Furthermore, in view of the long history of management and reactor safety problems at Pilgrim Station, the scope and complexity of the Safety Enhancement Program underway at pilgrim and the major deficiencies in the emergency plans, we
- Station, call upon you and the other members of the Commission to schedule a full and fair public hearing on these subjects before any consideration is given to restart of the plant.
It should be noted that since the submission of our report to the Governor, we have engaged in a three-phase process to address the deficiencies in the emergency plans for Pilgrim.
While we i
will continue to work with local officials and the utility to develop the best possible radiological emergency response plans for Pilgrim Station, it remains to be seen, in our judgment, whether adequate plans for that site can be developed Sincerely, t rwu,

In addition, this office is involved on an ongoing basis in reviewin6 these plans to insure their currency and to make any necessary updates and revisions to improve their everage and adequacy.
