Dear Mr. Anderson:

My staff has completed their review of Revision 2 of the Lakeview Remedial Action Inspection Plan (RAIP) and a copy of the memorandum to file containing comments is enclosed.

In summary, we are recommending that the proposed revisions be accepted, except for paragraph 6.2.1.1 which would provide for one classification test out of five to fail the plasticity index (PI) requirement.

We feel that the inclusion of this paragraph is needed only so that the stockpiled soil will be acceptable for radon cover material.

It has still not been established that the: stockpiled soil represents the best reasonably available material for construction of the radon cover.

Without further justification of why soil generally considered poor for engineering projects was selected as cover material, there is no reason to relax design and specifications just to accommodate it.

If it can be demonstrated that more suitable material is not reasonably available, the stockpiled material will be considered and the design of the cover will be evaluated.

This information may have been gathered in the conce phase of the project, and no further exploration may be necessary. ptual 1
