(TAC'S M64692 and M64693)
POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 Our application dated January 8, 1987, as amended by our June 8, 1987, letter, requested changes to Technical Specification 15.3.5, as well as other changes of an administrative nature.
The NRC review process produced some items of concern regarding our request.
Those items were discussed in a telephone conversation between the licensee and members of your staff on September 8, 1987.
As a result of this conversation, we are hereby amending our previous submittals by addressing two items in Table 15.3.'5-5 of the j
Technical Specifications.
Attached is the Technical

Specification page containing the proposed changes.
The i
specific changes are identified by margin bars, l
i The proposed modification to Item 10 of Table 15.3.5-5,
" Containment Hydrogen Monitors", changes the " Number of Channels" column entry from 4 to 2.
Regarding the independence of these channels, it is our intent that the two hydrogen monitor channels be powered by independent sources.
This is I
consistent with the other multiple channel indication l
instruments of Table 15.3.5-5.
l As you requested, we are also proposing an additional Limiting Condition for Operation (LCO) statement relative to Item 10 of l
Table 15.3.5-5.
Generic Letter 83-37, "NUREG-0737 Technical Specifications", provided model Technical Specifications for i

The present SpecificationLaddresses the second condition.
In that your' staff requests that we address both-conditions in this' revision, we are proposing an additional.LCO to address the first condition..
Thus, a thirty-day LCO has been added to place the unit in hot shutdown upon having only one hydrogen monitor. channel.
In'accordance-with 10 CFR 50.91(a) and 50.92, we have examined i
this modification to'our January 8, 1987, submittal and have determined that the significant hazards consideration evaluation presented in our_ original' amendments request is unchanged and equally applicable ~to the specification revision 1
. discussed herein.
Accordingly, we hereby incorporate that evaluation by reference and conclude that a significant hazards consideration'does'not. exist.
