OF MEETING HELD OCTOBER 1, 1987 TO DISCUSS THE GEORGIA POWER COMPANY RESPONSE TO THE STAFF'S RE00EST FOR ADDITIONAL INFORMATION ON MISCELLANE0US PHYSICAL SECURITY PLAN AMENDMENTS AND SEARCH RE0VIREMENTS On October 1,1987, Barry Manili and Melanie Miller of the staff met with Morris Howard of Georgia Power Company (GPC) to discuss GPC's response to an August 19, 1987, staff request for additional information (RAI) regarding miscellaneous security plan amendments and search requirements. The RAI attached to the August 19 letter is included here as an enclosure. The items have been numbered for ease of reference.
Morris Howard indicated that several of the staff's questions had been responded to by GPC as part of an April 13, 1987, security plan revision.
The staff explained that the April revision was not reviewed due to lack of change bars making review overly burdensome. The staff indicated that in the response to the August 19, 1987, RAI, GPC should refer to the page in the April plan revision that addresses the question. The licensee stated that this would be done.
The staff and licensee discussed each request in the August 19, 1987, letter.
For items (1) and (4), the staff indicated that the implementation schedule should be orovided in the cover letter. The licensee indicated that the following items were addressed in the listed sections of the April plan revision.

l For' item (3), the licensee needs to make a specific commitment that vital
. area access. controls will not be-dropped'for life threatening situations'not involving public. health and safety. The licensee said it would do so.
The. staff explained that to properly respond to item (5), GPC needs to consnit to (1) a " sally port" (an enclosed area into which vehicles enter

and which then becomes an extension of the protected area), (2) two guards to perform'the search who are always in sight of-each other, (3) a guard 1
inside'the protected area to constantly view the guard outside the
- protected area performing the search, or (4) search guards prior, to their re-entry into the protected area.
In order to adequately respond to item (9), the licensee needs. to-develop a system whereby keys, to vital areas I

simultaneously upon notification of termination. Reference 10 CFR 73.55(d)(7)(1)(C).
(C)) Provide a commitment to ensure prompt access to vital equipment to accommodate the potential need for rapid ingress or egress of individuals during emergency conditions or situations.
Indicate how this prompt access will be ensured (e.g., by issuing override keys to appropriate operators and security force members at the start of each shift, or by other acceptable means). Reference 10 CFR 73.55(d)(7)(ii) and Generic Letter 87-08 (Q&A #6).
