and will continue until such time as a seismically qualified spent fuel pool cooling system enhancement and a seismically qualified spent fuel pool makeup system are provided for Vermont Yankee.

30.

Insufficient design details have been provided by the licensee to support a finding ^that the proposed enhancement to the Spent Fuel Pool Cooling System will meet the necessary requirements for a safety related system, including compliance with GDC 2,.

GDC 44, GDC-61, and the single failure criterion.

31.

Given the above conclusions, there is no basis for the Board to approve the license amendment request permitting storage of an additional 870 fuel assemblies in the spent fuel pool at Vermont Yankee.
