MINUTES OF JANUARY 17-19 MEETINGS WITH B&W ON THE TECHNICAL BASIS DOCUMENT From January 17 through 19, 1989, members of the staff met with B&W personnel to discuss the status of the Technical Basis Document (TBD) review and resolution of AT0G open items.

In attendance were Robert Jones and Warren Lyon (NRC), Ron Beelman (EG8G - NRC consultant), and Brent Brooks, Marty Parece and Robert Black (B&W). The meeting was held at the B&W offices in Lynchburg, VA.

1 The B&W Owners Group is planning a substantial upgrade of the TBD to make it a

" stand alone" document.

Included as part of this plan is the development of generic step-by-step procedure guidelines. Thus, the meeting discussions centered on identifying the ATOG open issues not previously resolved by the TBD and discussing whether and how the planned upgrade would resolve these l

issues.

In addition, some specific comments on the TBD and areas where the l

procedure guidance should be expanded were discussed.

Enclosed is a summary which was prepared and discussed with B&W to conclude the meeting.

Issue numbers provided on this summary relate to the numbering sequence in an annotated copy of the AT0G SER which was previously supplied by the staff. Major headings were developed to be consistent with the B&W Owners Group grouping of the open issues.

Highlights of this summary are:

56 issues are closed 3 issuer will be deferred The open issues, including the issues related to the cooldown guidelines, are expected to be resolved as part of the planned upgrade. The deferred item are those items which are considered to be beyond the scope of coverage of the guidelines.

Some of the issues that were classified as closed will require some staff review to assure they properly reflect analysis results and are appropriately included in guidelines to be developed.

4 M. W. Hodges The coverage of the planned upgrade to ATOG will cover all events which could occur when the reactor is hot and pressurized.

The guidelines will define actions to maintain clad integrity (r,esponse to Generic Letter RCS integrity and containment i

integrity.

Shutdown related procedures 88-17) will not be part of the planned upgrade, nor will severe core damage / major core reconfiguration events.

The staff also requested that the following issues be considered as part of the planned upgrade:

The conditions for keeping the RC pumps running with a saturated RCS, Adequacy and basis for the PTS curve, Generalization of actions to prevent and recover from a SG overfill

event, Examine impact of ICC actions on SB tube integrity, Guidelines for addressing LOCA outside containment.

In addition, the guidance provided in the SGTR section of the TBD was discussed. This section will be revised to provide a generic accident mitigation strategy as opposed to the current write-up which allows the plants to weigh pros and cons of various mitigation strategies to allow development of plant procedures.

In addition, since steaming of the ruptured SG is expected as a part of the mitigation strategy, and thus will result in an offsite dose release, the staff stated that the B&W Owners Group will have to justify that the approach balances offsite risk and plant control difficulties when compared to possible alternate mitigation strategies (e.g., isolating of the ruptured SG).

Further meetings are planned to keep the staff informed of the progress and approach of the upgrade and to obtain staff feedback.
