In reference 1, TVA provided justification for a temporary exemption to certain administrative provisions of 10 CFR 50.46.

The temporary exemption was to remain in effect until a confirmatory upper head injection (UHI) emergency core cooling system (ECCS) analysis could be performed.

TVA committed to submit this analysis to NRC on or before May 31, 1989.

Reference 2 granted this temporary exemption and recognized the associated commitment.

In references 3 and 4, TVA submitted additional information to justify extending the exemption for the entire cycle 4 operation of both SQN units.

This in turn would support TVA's schedule to remove UHI from service during the cycle 4 refueling outage of SQN units 1 and 2.

NRC granted this exemption for cycle 4 operation in reference 5.

Reference 5 also recognized TVA's I

commitment (originally made in reference 3) to restart SQN units 1 and 2 from their respective cycle 4 refueling outages with the necessary modifications, s90307 3 $$bc.,k 0300$f'$7

U.S. Nuclear Regulatory Commission MAR 071989 license amendments, and evaluation models required by 10 CFR 50.46 to support plant operation with UHI removed from service. To support this commitment, Westinghouse Electric Corporation (W) will be preparing a non-UHI ECCS analysis for SQN units 1 and 2.

This analysis will be generated by the utilization of an approved code in accordance with 10 CFR 50.46.

W is currently scheduled to provide TVA with this analysis in mid-August 1989.

Submittal of this analysis to NRC is expected to occur in mid-October 1989.

In any event, submittal of the non-UHI ECCS analysis will occur in time to support the above commitment.

Subsequently, the commitment provided in reference 1 is considered superseded and closed.
