SUBJECT:
Calvert Cliffs Nuclear Power Plant Unit Nos.1 & 2; Docket Nos. 50-317 & 50-318 Response to NRC Generic Letter 88-14, Instrument Air Supply Problems Affecting Safetv-Related Eaulo nent
REFERENCE:
(a) Letter from Mr. G. C. Creel (BG&E) to NRC Document Control Desk, dated February 17, 1989, same subject Gentlemen:
Reference (a) provided our initial response to the subject generic letter. The generic letter - requested that we perform a design and operations verification of our instrument air system. Guidance given in the generic letter stated that verification should test that actual instrument air quality is consistent with the manufacturer's recommenda-tions for individual components served. Reference (a) reported that the air supplied by our ' system had been sampled and sent for laboratory analysis, but that due to unforeseen circumstances, the laboratory results were not yet known, and therefore, in accordance with a conversation with our NRR project manager (PM), those results would be submitted to NRC within two weeks of the date of Reference (a). We were not able to meet that two-week extension and our NRR PM agreed to an additional week, making the due date March 10, 1989.
Based on satisfactory results of header air tests performed during on-site demonstra-tion of vendor equipment last year, we decided to use an incremental approach to testing for air quality, first sampling header quality, then, if necessary, obtaining l
samples representative of air at components
- served, downstream of component filter / regulators. Laboratory testers had to be scheduled and brought on site to I
collect samples..Because of delays in getting results back from the laboratory, only the header air has been tested.
0 Dewpoint' results; for the headers were satisfactory, exceeding -40 F, No trace of oil or hydrocarbons was detected. However, header particulate results do not yet verify
.that air quality at the component served is consistent with the manufacturer's recommendations. This may be because the flowrate used during sampling is much higher than-the flowrate that occurs during normal operations, which may have caused entrainment of additional particulate that had settled in the system. Analysis of the particulate matter to distinguish the elemental breakdown is occurring. Appropriate corrective action will be taken based on those results.

the components served must now occur. A more iesponsive vendor is being sought. Plus, we are pursuing the purchase of equipment to test instrument air onsite, to provide a I
much faster turnaround time. This will enable us to make improvements to the instrument air system and to monitor the results of those changes quickly.
As soon as results of particulate air quality at components served are known, we will report those results to you. We estimate that this will occur before June 1,
1989.
If you should have any questions or comments, we would be pleased to discuss them with you.
Very truly yours,
