  • was briefed by the staff on the status of the Interim Policy Statement on Technical Specifications and j efforts to improve the technical specifications for power reactors. 1 l

Chairman Zech requested the staff to focus on developing I user-friendly technical specifications;'to consider the benefit 1 of separating requirements for operators and maintenance / l surveillance personnel from other technical specification I l requirements; to obtain operator input on proposed technical l' specification improvements; and to assess other means to perfect the technical specifications such that public health ,

' and safety is improved. He requested an update by the staff I following the trial program and assessment of results. '

Chairman Zech and Commissioner Bernthal emphasized the need to have a rigorous and consistent national standard for performance l of safety evaluations by licensees pursuant to 10 CFR 550.59.

Commissioner Bernthal stressed the importance of assessing those items deleted from the technical

  • specifications which, while taken singly may not pose a safety concern, may, in the l aggregate lead to different conclusions.

The Commission believes that the staff should focus more on the four top priorities outlined in NUREG-1024, the staff's road map for improving technical specifications.

  • Commissioner Rogers was not present.
