o 8 WASHINGTON. D.C. 20555 CHAIR AN February 16, 1989 The Honorable Judd Gregg Governor of New Hampshire Concord, New Hampshire 03301

Dear Governor Gregg:

(

As you assume the Office of Governor of New Hampshire, I look forward to working with you to fulfill the U.S. Nuclear Regulatory Commission's (NRC) responsibilities in regulating nuclear facilities and materials to protect the public health and safety.

In 1976, the NRC adopted a recommendation of State organizations, including the National Governors' Association, that we request each State to appoint a single person to act as liaison to NRC to improve Feaeral/ State cooperation. The NRC looks to the Governor-appointed State Liaison Officers to provide a communication channel between the States and the NRC; to be the key person in the State to keep the Governor completely informed on regulatory health and safety matters as appropriate to their interests and responsibilities; and to provide NRC with answers to questions posed to the States on appropriate issues.

I want to encourage New Hampshire's continued participation in the NRC's State Liaison Officer program. The individual you select for this role may be someone from your staff who can communicate effectively with other State agencies on nuclear issues.

Former Governor John Sununu appointed Richard Strome, Director of the Civil Defense Agency, as the most recent New Hampshire State Liaison Officer. The NRC will continue to work with Mr. Strome unless you inform us of a new choice. We will keep you informed of major NRC programs and activities through your appointee. Also, we will continue to maintain our ties to those State agencies with whom we have established relation-ships for specific issues.

If you or your staff have any questions or wish additional information, please contact Carlton Kammerer, Director of State, local and Indian Tribe Programs, Office of Governmental and Public Affairs, at 301/492-0321, or Marie Miller, our Regional State Liaison Officer, at P15/337-5246.

Thank you for your cooperation on this matter. I look forward to continuing an excellent working relationship with the State of New Hampshire.

Sincerely, O

Lando W. Zec , Jr. /
