          • - February 16, 1989 CHAIRMAN The Honorable Stanley G. Stephens Governor of Montana Helena, Montana 59620

Dear Governor Stephens:

As you assume the Office of Governor of Montana, I look forward to working with you to fulfill the U.S. Nuclear Regulatory Commission's (NRC) responsibilities in regulating nuclear facilities and materials to protect the public health and safety.

In 1976, the NRC adopted a recommendation of State organizations, including the National Governors' Association, that we request each State to appoint a single person to act as liaison to NRC to improve Federal / State cooperation. The NRC looks to the Governor-appointed State Liaison Officers to provice a communication channel between the States and the NRC; to be the key person in the State to keep the Governor completely informed on regulatory health and safety matters as appropriate to + heir interests and responsibilities; and to provide NRC with answers to questions posed to the States on appropriate issues.

I want to encourage Montana's continued participation in the NRC's State Liaison Officer program. The individual you select for this role may be someone from your staff who can communicate effectively with other State agencies on nuclear issues.

Former Governor Ted Schwinden appointed Larry Lloyd, Chief, Occupational Health Bureau, Department of Health and Environmental Sciences, as the most recent Montana State Liaison Officer. The NRC will continue to work with Mr. Lloyd unless you inform us of a new choice. We will keep you infctmed of major NRC programs and activities through your appointee.

Also, we will continue to maintain our ties to those State agencies with whom we have established relationships for specific issues.

If you or your staff have any questions or wish additional information, please contact Carlton Kamerer, Director of State, Local and Indian Tribe Programs, Office of Governmental and Public Affairs, at 301/492-0321, or Charles Hackney, our Regional State Liaison Officer, at 817/860-8267.

Thank you for your cooperation on this matter. I look forward to continuing an excellent working relationship with the State of Montana.

Sinceraly, L. q "
