REFERENCE:

NRC Letter, Gagliardo to Williams, dated September 14, 1987-(G-87316)

Gentlemen:

This letter is in response to the Notice of Violation received as a result of inspections conducted by Messrs.

R. E. Farrell and P. W. Michaud during the period August 1-31, 1987. -The following response to the items contained in the Notice of Violation is hereby submitted:

Inadequate Procedures for Control of Radioactivity

' Technical Specification AC 7.4.a.1 requires that procedures shall be established, implemented, and maintained covering the activities recommended in Appendix A of Regulatory Guide 1.33, November 1972.

Paragraph G of Appendix A to Regulatory Guide 1.33 delineates procedures for the control of radioactivity.

Contrary to the above, no procedures existed on August 20, 1987, to establish responsibility or provide directions for actions to be taken to control contamination if an individual attempts to exit the protected area after the portal monitor alarms.

This is a

Severity Level IV violation.

Interim compliance was achieved through utilization of the security off,icer at the exit to the Protected Area to ensure that individuals who trip the portal monitor alarm are confronted.

The revision to Administrative Procedure P-3 will be approved and implemented by November 30, 1987.
