Dear Judge Hoyt:
I am writing to urge that you reconsider your decision to hold licensing hearings.for the Seabrook nuclear power plant in Boston, rather than at a site in New Hampshire.
The Seabrook plant is located in New Hampshire.
It is primarily New Hampshire residents who will live with the consequences of the licensing decision.
The hearings should be held in New Hampshire.
I appreciate your concern about security during these con-troversial hearings.
I would like to offer the assistance of my office in exploring possible locations in New Hampshire which could provide the space needed and which could be appropriately guarded by federal marshals.
In response to a letter I wrote the Nuclear Regulatory Com-mission last year regarding the siting of a prehearing conference concerning Seabrook, the Acting Executive Director for Operations Victor Stello assured me that the Commission "is sensitive to the public's interest in attending and participating in public meet-ings and hearings concerning applications for licenses within its jurisdiction."
He went on to assure me that "in exercising its discretion in selecting a location for future prehearing confer-ences and hearings on the Seabrook application, the Licensing Board will continue to give due consideration to the interest ex-pressed by persons in the New Hampshire seacoast communities..."
It is my hope that, as evidence of this sensitivity and con-sideration, you will review the possibility of holding the hear-ings in a suitable New Hampshire location, rather than moving the proceedings to Boston.
