Dear Sir:
j The purpose of this letter is to inform you of our.
schedule for responding to the findings from the Special 3
Electrical Team Inspection which was conducted January 30 through l
February 10, 1989.
At the exit meeting for the inspection, the NRC team. identified seven (7) issues which require resolution.
prior to restart.
These seven-(7) issues are restated in.
Philadelphia Electric currently plans to provide a formal' response to each of the seven (7). issues by_ March 17, 1989, assuming the Inspection Report is issued in sufficient time prior to this date.
Calculations and supporting data for these responses will be available for NRC inspection' anytime after the submittal date.
Item No. 89-07-04 involves both a technical analysis-for.the site and type of fuses and actual hardware changes.(fuse replacements) in the plant.
The technical analysis of the adequacy of the size and type of fuses will be reported in j
the March 17 submittal.
The associated hardware changes will be i
made by March 31, 1989.
l This schedule was discussed with Mr. T. Koshy (Inspection Team Leader) and Mr. T. Johnson (Senior Resident Inspector) on February 27, 1989.
In addition to discussing our j
proposed schedule, the specifics of Item No. 89-07-06 were j
i addressed.
With respect to this item, Philadelphia Electric will include the field flash relay in the diesel generator Preventive j
Maintenance program.

The goal of our proactive approach of informing you of our completion schedule in advance of NRC issuance of the final Inspection Report is to support efforts necessary for restart of Unit 2 in early April, 1989.
