Dear Mr. Muller:

The referenced letter provided the application for amendment to Facility Operating Licenses NPF-37, NPF.-66, NPF-72, and NPF-77 to revise Technical Specification Surveillance 4.8.1.1.2.f.2 and involving the diesel generator's capability to reject the largest single load. Byron and Braidwood have implemented a method to reject several loads that combined constitute a load greater than or equal to 1034 KW.

This method simulates the largest anticipated emergency load of the essential service water (SK) pump.

Since it l er not feasible to align the SX system to duplicate it's maximum rated load during the diese1' generator 18 month surveillance, several loads are combined to simulate the largest single load.

Therefore, Commonwealth Edison requests the referenced application for amendment be withdrawn at this time.
