SERVED JUL 1 ; 27 chairman U.S. Nuclear Regulatory Commission Washington, D.C.

Dear Chairman Zech:

(

I write concerning the issue of off-site emergency planning for the Seabrook Station, particularly as it relates to the six (6)

Massachusetts communities within the Emergency Planning Zone.

In particular, I am concerned with the relation of the said plans to the proposed N.R.C.

rule change that would permit the Commission' to issue full-power operating licenses without any state or local emergency plans having been proposed or submitted..

j It is my understanding that the Public Service Company of N C

Hampshire will be re-submitting " perfected" emergency plans cA"s requested by the N.R.C.

prior _ to the Commission's final determination on the above ment:ioned rule change.

The plans @ r being requested of the utility because Massachusetts Governor y

Michael S.

Dukakis, after due deliberation, came to the

'P u) conclusion that he could not in good conscience submit such a.p i

plan for the Massachusetts communities within the ten mile E.P G.

d that would guarantee the health and safety of their populations 4

i in the event of a radiological emergency.

Concerning the prospective P.S.N.H.

evacuation plan, I hereby i) call upon the N.R.C.

to engage the good offices and expertise of j

-d the Federal Emergency Management Agency in reviewing the said q'

a plan before the N.R.C. makes a final determination on the rule d-Q change in question.

M Q>

I believe such a step is essential for a number of compelling Q

reasons, the foremost being:

N j

- such action would be based on past precedence, i.e.,

the N.R.C. called upon F.E.M.A. for a review of the off-g site emergency plans during the Shoreham controversy;

?

Ld

- such action would be in the furtherance of N.R.C.

policy dd which holds that the civilian uses of nuclear materials n -

and facilities must be conducted in a manner consistent with the public healt.h and safety; and

~ * ~

i

- such action would assure a nervous and skeptical populace O [9 that everything that can be done is being done to make d%

\\

certain that these unique and complex plans can be d

Q presumed adequate.

' I firmly believe~that input from F.E.M.A. would not only be welcomed by the people of Massachusetts as a sign that the N.R.C.

isitruly concerned with protect ng the public. health and. safety, 1

i

' but it would also serve as a true test of the adequacy of the-

)

. P.S.N.H.' evacuation plans.

I,would like to thank you in advance for your assistance on this o

. matter, and I look forward to hearing from you at your earliest convenience.

Sincerely, cholas Mavroules Member of Congress NM/mg cc. Julius Becton, Director, F.E.M.A.
