Dear Ms. Charnigo:

I am responding to your request of Dr. Michael J. Bell for information on the Nuclear Regulatory Commission (NRC) guidance for classifying heterogeneous low-level radioactive waste.

In May 1983 the NRC published guidance to waste generators on acceptable methods for classifying low-level radioactive waste. -I am transmitting a copy of our Branch Technical' Position on Waste Classification for your information.

This guidance document does not specifically address mixing of heterogenous wastes. However, in response _to waste generators questions in this area we have provided our position that where different types of waste materials are mixed together in the same container, the classification should be based on the

. highest' classification of each of the waste types.

For example, if trash types wastes are included in'a container of filter cartridges, the classification should be based on the highest classification of either the trash or the filter cartridges.

In this case we' consider trash and filter cartridges to be two separate waste streams and simple averaging of the total activity in the container by the total volume or mass of waste would be unacceptable.

If, for example, ion exchange resins from separate ion exchange beds are mixed together, we would allow averaging since the resins are all of the same waste type.

The NRC staff is updating the Branch Technical Position on Waste Classification as a Regulatory Guide. Our position on mixing separate waste streams in a container will be specifically addressed in this document. Our goal is to have a draf t Regulatory Guide published for public comment this summer.
