License Amendment Request dated September 28, 1987 proposed a reduction"in l the frequency of turbine valve testing for the Prairie Island plant. This License Amendment Request is based upon an analysis done by the '

Westinghouse Electric Corporation for the Westinghouse Owners Group Turbine Valve Test Frequency Evaluation Subgroup. This analysis is documented in the attached proprietary document WCAP-11525, "Probabilistic Evaluation of f l

Reduction in Turbine Valve Test Frequency". Ten copies are being provided l for NRC review. /!

As ststed in the referenced License Amendment Request, we request that a  !

separate Safety Evaluation Report be issued for the topical report (WCAP- l 11525). This will allow for simplified review of future License Amendment Requests from the other members of the subgroup. I WCAP-11525 contains information that is proprietary to Westinghouse {

Electric Corporation. This is documented by an affidavit of Robert A.

Wiesemann, Westinghouse Electric Corporation onclosed as attachment 1. The  ;

affidavit identified the basis on which the information may be withheld l from public disclosure by the Commission and addresses the considerations l listed in paragraph (b)(4) of Section 2.790 of the Commission's i regulations.
