This is in response to your letter dated' October 8, 1987 (Ref. #LA 87-72),'in which you requested a singular exemption from Section 6.2.1(a).1 of your Fundamental Nuclear Material Control Plan with respect to the witnessing of sampling and filling operations associated with uranium hexafluoride receipts. We have determined that your request is warranted and that the granting of such request will not adversely affect the common defense and security nor the public health and safety, and is otherwise in the public interest. Accordingly, we are issuing new License Condition 4.2 to Amendment SG-3 of your License No. SNM-1107, effective immediately. Note that Section 4.0 of your SG-3 Amendment is reserved for temporary /short duration requirements. Condition 4.2 reads as follows:

4.2 Notwithstanding the requirement of Section 6.2.1(a).1 of the Plan identified in Condition 1.1, to witness the filling, weighing, sampling and tamper-safing operations associated with domestic UF6 receipts, the licensee need not meet such commitment relative to the 23 UF6 cylinders identified in the enclosure to the Westinghouse LA 87-72 letter dated October 8, 1987. The licensee ~shall book shipper's values for said cylinders if the original samples of the received material are not obtained If the original samples are I obtained, the licensee may book receiver's values based on its normal weighing and sample analysis measurements. In either event, the licensee shall verify.the shipper's U-235 enrichment values (for each cylinder) in accordance with the enclosure to the LA 87-72 letter.
