Dear Dr. McGill:

RKeimig We have completed our review of the proposed draft revision of your 74.31 Fundamental Nuclear Material Control Plan (Rev. 2, dated August 21, 1987),

' which was provided to Mr. G. Gundersen during his recent site visit of August 27,_1987. Our review findings are contained in the enclosure-to this letter

, and indicate that certain issues in your F.NMC Plan still need to be resolved

- before we' issue our final approval.

More than two years have elapsed since-10 CFR 74.31 was published, and I_have concluded that it would be appropriate now to bring the FHMC Plan review and revision process to conipletion. I have directed my staff to supplement your FNMC Plan with license conditions to clarify and define any remaining aspects of your MC&A program that are not adequately covered in your FNMC Plan. Before doing this, however, I would like to invite you and members of your MC&A staff to meet -(in Silver Spring, Maryland) with me and members of my staff to discuss the remaining unresolved issues' associated with your FNMC Plan. I suggest Friday, October 16, 1987 for such a_ meeting; however, if that date is not suitable,'our schedule is flexible. I believe that the remaining issues which are identified in the enclosure to this letter can be-resolved during the proposed meeting. Subsequent changes to your FNMC Plan would then be submitted r to this office by November 20, 1987 in the form of an official, final revised

- FNMC Plan.
