Dear Mr. McSwiggin:

~ Commonwealth Edison hereby submits-two copies of Consolidated - Permit. Application Forms 1 and 2C. for renewal of the subject' permit..All items have been completed according to the instructions. As confirmed by ,your letter of February 23, 1987, the only. Form 2C--Part V.A pollutants reported are those included. in the Station's existing NPDES Permit and no analytical data is presented for outfall 001(d)--Cooling. Pond Intake Screen Backwash, outfall 001(f)--Auxiliary Reactor Equipment Cooling Water, and outfall 003--I111nois River Intake Screen Backwash. Pollutant levels for all permit-required parameters-were derived from all data reported from October, 1987, through September, 1988. Only one analysis was conducted for all other pollutant data. All color analyses were performed as "true";-that is, the samples were centrifuged prior to analysis. Mass load values, with the exception of those pollutants for which load is ordinarily reported, were calculated using average flows. The flow reported for outfall 001(a)--Demineralized Regenerant waste is the amount that was discharged during the only day that flow occurred through that outfall during the one year period. Makeup flow to the cooling pond is an estimate based upon two pump operatioa for 50% of the time period. Form 2C--Part IIB regt. ires descriptions of wastewater treatment processes. Regarding outfall 001--Cooling Pond Blowdown, no treatment is applied to this discharge as wastewater; however, as we have previously informed the Agency, the circulating water is treated with carbon dioxide for scaling control prior to its entering the Station's main condensers. i

4 ADDENDUM Renewal of NPDES Permit No. ILOO48151 LaSalle County Generating Station The following comments are submitted with regard to the Station's existing NPDES Permit. Corrections and requests included herein reference pages and terms of the existing permit. Page 1: Based upon existing permits at other facilities, we believe that outfall 003--River Intake Screen Backwash should be designated as outfall 002. We request that the sample type for suspended solids for this outfall be changed from eight-hour composite to grab. This system consists of an equalization tank, which is filled over a period of time for the purpose of homogenizing the waste prior to discharge. As homogenizing the tank's contents causes the tank itself to act

Waste o Domineralizer Regenerant Wastes (Alternate Route) i ^' Page 5: Outfall 001(e)--Radweste Treatment System Blowdown yi There is a correction to the list of sub-weste streams, Number 4 should read: e Decontamination and Laundry Waste In addition, we request that the sample type for-suspended solids for this Outfall be changed from twenty-four-hour composite to grab (previously designated as " Discharge Tank Composite" in other permits). This system consists of a discharge tank, which is filled over a period of time. The tank has the ability to either be recirculated or discharged at one time. Under normal operating conditions, the taak, when full, is recirculated for an hour, thus homogenizing the weste, and a sample drawn to check activity and compliance with NPDM solids limits. If within limits, the tank is then discharged, at which time, due to NRC regulations, further sampling of the recirculation line is not possible without recirculating again for another two and one-half hours. As the recirculation homogenizes the tank's contents and thus causes the I tank itself to act as a compositer, we request that we be allowed I to use the results of the grab sample for complianco monitoring. We would like to point out that the requirement to collect additional aliquots results in unnecessary radiation exposure to I l i i t, )

We recognize - that,. even though the san @le would be a " grab",.the limits to be complied with are those currently listed in the permit. - Page 5:' Outfall 001(f)--Auxiliary Reactor Equipment Cooling Water When the current permit was issued in 1984, the Agency expressed a desire that flow from this stream be monitored in order to more accurately characterize it. As four years of flow data have now been submitted ' and this stream consists of once-through coling water that is ' discharged directly Lback to the cooling pond, we request thet it be. deleted as a specific outfall and instead '. be listed solely as a sub-weste stream under outfall 001--Cooling Pond Blowdown. Pace 6:' Special Condition 3 i This special condition lists several thermal standards that ars' required to be met and maintained in the receiving Illinois River,' but provides no means for confirming questions about compliance. We request that the Agency review our discharge monitoring reports and previously submitted environmental' reports and incorporate a clause-into this condition specifying under what' conditions compliance with,this standard is in question. Finally,'we request that a special condition be added to incorporate directly or by reference the " upset" defense provisions listed under 40 CFR 122.41(n).
