Dear Mr. Sterzinger:

By letter dated February 9,1989 you submitted coments on the Vermont Yankee Nuclear Power Corporation submittal to the NRC dated February 2, 1989. This is a proposed change to.the plant Technical Specifications dealing with the testing of primary containment-isolation valves. Specifically, the licensee proposes the deletion of three such valves from the present test program as these. valves are in a pipe line that is out of service and blanked off.

I wish to acknowledge receipt of your letter and to assure you that the State of Vermont's comments will be considered in our review of this proposed change.
