50-260/87-17, AND 50-296/87-17 Enclosed is TVA's response to G. G. Zech's letter to S. A. White dated May 27, 1987, which transmitted the subject report. This report requested additional information regarding our resolutions of Allegation RII 86-A-0314 and Employee Concern XX 85-040-003.

Our August 5, 1987 response acknowledged your concerns, identified that both items were being reevaluated, and that a supplemental response would be forwarded to your staff upon completion.

l ALLEGATION RII 86-A-0314

'l On November 26, 1986, a TVA employee alleged that 3'O to 50 General Electric (GE) Company contract personnel hired to perform the safe-end replacement-work on Browns Ferry unit 2 did not receive adequate background checks.

This allegation was investigated by TVA and;a response to NRC was provided on February 11, 1987.. This response descrihsd the general process by which TVA t

accepted GE's self-screening program to s$tisfy the' background investigation

'l requirements. This response was subsequently rev13wei by NRC and additional I

information requested regarding TVA's conclusions. '()

<ll In' response to this request, TVA has reviewed the GE clearance program and the

" good guy" letters supplied by GE.

There were 31, indiylduals cleared by GE as part of the safe-end project..All 31 individuals were cleared after V

May 22, 1986. This is significant in that GE placed.it/effect a new clearance procedure on that date.

This procedure was audited.bf'sTVA during an inspection on May 7, 1987, and found to mest all TVA requirements. Therefore, all of the safe end personnel accepted on " good guy" letters from CE's self-screening program met all applicable clearance requirements. The

- remaining individuals associated with the safe end project were cleared by transfer from another utility with an approved program (six individuals) or by satisfactorily completing the standard TVA screening program (nine individuals).

In summary, it is our determination that the GE contract personnul were properly cleared.

'In 1985, a T7A employee identified a concern that a person with a visitor

'd' cbadge went into an unauthorized area of the faellity.

The original investigation of this concern by TVA Employee Concerns determined that thero had'been isolated cases'of escorts taking visitors inte areas for which th5 visitor wari not properly preauthorized.

However, since these JV visitors 'were accompanied by authorized escorts, the investigation concluded that the concern was'not substantiated at BFN. This conclusion was

. subsequently, reviewed by NRC and additional clarification requested in Inspection Report 37-17.

In response to this request, TVA has reviewed the concern and related security.

procedures..This rr4 view confirmed that isolated cases of such acceas described above had occurred, and continue to occur on an infrequent basis.

The concern that visitors were entering areas in an unauthorized manner was not substantiated since the visitors were under the control of authorized escorts. A related concern is valid from the perspective the visitors had not received proper prior written approval' to be escorted into these areas. This problem had been previously identified by site security and appropriate actions taken to preclude recurrence.

Specifically, card keys assigned to visitors are now programmed only for those areas for which authorized approval is granted.

Any attempts to access unauthorized areas are properly responded to'by security.

Even in those isolated incidents where access is gained by "piggybacking," the visitor and escort are promptly apprehended and escorted from the area, the incident properly reported, and follow-up corrective action taken.to preclude recurrence, e
