CEN-124(B)-P, March 1980 Gentlemen:
This letter is in response to an NRC request to clarify the proprietary nature of se-lected portions of Reference (a), such that portions thereof could be included in an NRC originated Safety Evaluation Report (SER) without risk of violating any proprietary agreement between the NRC., Baltimore Gas & Electric (BG&E), and Combustion Engineering (CE).
It is our understanding that the SER for Reference (b) is currently in preparation and that the following clarification is desired for its completion:
"The Extended Statistical Combination of Uncertainties Program in-l volves the statistical combination of several uncertainty components i
previously applied deterministically, including system parameter un-l certainties from Reference (c) and state parameter uncertainties from l
References (d) and (e). A 95/95 probability / confidence level is main-l tained with use of a DNB SAFDL of 1,15 in conjunction with the total uncertainty penalties derived from the methodology described in Refer-I ence (a)."

were identified via telephone conference between the NRC, BG&E, and CE on i
September 11, 1987, as requiring an assurance that proprietary information would not be i
compromised. This paragraph may be used by the NRC without risk of any proprietary agreement violation.
