10 CFR Part 2, Appendix C (Enforcement Policy) (1988), the following violation I
was identified:

10 CFR 31.5.(C)(8) requ' ires that industrial firms may only transfer generally.
licensed devices by transfer to persons holding a specific license pursuant to Parts 30 and 32 of.NRC regulations or from an. Agreement State.
Contrary to.the above in February, 1988, 6 generally. licensed static
- elimination bars,containing 22.5 millicuries each of Am-241 were transferred Y
by Packaging Industries,.Inc. to-Hunt Manufacturing in North Carolina, a i
-firm which does not possess.a specific license for possession of the devices.
This is a Severity Level IV violation. (Supplement VI)
Pursuant to the provisions'of 10 CFR 2.201, Packaging Indu tr'.s, Inc._is hereby required to' submit to this office within thirty days of the date of the. letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the'date when. full compliance will be achieved. Where good cause is shown, consideration'will be given to extending this response time.
