Dear Mr. Thorne:
Enclosed please find a request from Mitsui & Co. (USA), Inc; for the export of 30 kilograms of natural uranium to Japan for use in 1) photo-ionization of uranium vapor in a laser beam, and 2) research and development of related equipment and components.
I Because of the end use, which appears to be LIS related, we would appreciate your views in accordance with established procedures as to whether the proposed amendment meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Nonproliferation Act of 1978. Please note that this is the second LIS-related export request which we have received from Mitsui & Co. The first request, XSNM02340, for 3 kilograms of low-enriched uranium, was forwarded to the Executive Branch on June 29, 1987.
