Request to' Reschedule the Licensed Operator Requalification Training Period

Dear Sir:

Boston Edison Company (BECo) has established, and is conducting a Licensed Operator Requalification Training Program in accordance with 10CFR55.59.

The program is conducted in continuous, successive 24 month training periods.

The previous 24 month requalification period ended December 31, 1988.

BECo will be conducting the Pilgrim Station Power Ascension Program (PAP) during the first four months of the currently scheduled requalification period that began January 1, 1989.

BECo requests that the current requalification period be rescheduled to commence following completion of the PAP (estimated April, 1989).

Rescheduling of the current requalification period will provide BECo with increased licensed operator support during conduct of the PAP.

The rescheduling of the requalification period will not only provide increased licensed operator support for the PAP, but will also provide the licensed operators the opportunity to more actively participate in the PAP.

Significant knowledge and hands-on experience can be gained by the licensed operators as a result of their participation and observation of the many tests and operational evolutions that will be performed during the conduct of the PAP.

Based on the results of the comprehensive examinations conducted for licensed operators during the fourth quarter of 1988, BECo believes that there will be no adverse effects on operator proficiency due to this schedule change.

Additionally, BECo's self-evaluation programs will be monitoring operator performance throughout the PAP. Should these programs indicate a need for additional training, timely on-shift training will be provided to address this need.
