1901 Gratiot Street, St. Louis Donald F. Schnell Voce President July 16, 1987 Dr. Thomas E. Murley, Director ULNRC-1553 Office of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, DC 20555

Dear Dr. Murley:

DOCKET NUMBER 50-483 CALLAWAY PLANT CALLAWAY PLANT UPRATING

Reference:

ULNRC-1471 dated March 31, 1987 In the reference letter, Union Electric transmitted an application for amendment to the Callaway Facility Operating License No. NPF-30 to authorize operation of the plant at the Engineered Safety Features Rating of 3565 MWt.

This amendment application requested approval by October 15, 1987 to allow the uprating to be implemented at the beginning of Callaway Cycle 3.

In recent conversations with NRC staff, we have learned-that the review of our application is not proceeding because of manpower limitations within the Reactor Systems Branch.

The core for Callaway Cycle 3 was designed with sufficient energy for operation at the uprated power level, and it is highly desirable to implement the uprating during the upcoming refueling outage.

Startup for Cycle'3 is. scheduled for late October with no outages currently planned during the entire cycle.

For these reasons, your assistance is requested in giving timely attention to our application.

We request that you examine the current status of and the NRC's schedule for completion of the review of the application.

We would appreciate learning the results of your assessment of this matter.

My staff is available to meet with you to discuss this issue or to provide additional information that you may require to facilitate this process.

Very truly yours, Donald F.
