In reference to your letter dated January 30, 1987, concerning the GE-1600 (C of C 9044) casks, we have taken our 1-13G (C of C 9044) and 1-13C (C of C 9081) casks out of service.

This letter is being submitted in accordance with 10 CFR 71.95.

The following examinations were performed on the 1-13C cask:

1.

Dye penetrant examination of all containment welds on the cask body and the cask cavity.

2.

Soap bubble leak test of the sealed cask at 5 psig for three (3) hours.

3.

Pressure decay test of the sealed cask cavity pressurized to 5 psig for three (3) hours.

The leak tests were successfully passed indicating that the sealed cask is leak tight.

Several small (rounded) dye penetrant indications were observed.

These were a maximum of 1/8 inch diameter and 1/8 inch deep.

(As such they are typically classified as non-reportable by the ASME Code).

These indications.were ground out to a maximum depth of 1/8 inch and retested by dye penetrant so that no further indications were found. The " ground-out" areas were then weld repaired to ensure a smooth surface. All exterior welds on the 1-13C have now been inspected and are acceptable..As noted previously, the 1-13C is efmilar, but has a different mechanical design than the 1-13G.

The i

testing was performed to ensure the containment and structural adequacy of j

this package. We also wanted to ensure that there were no generic problems.

j As such, we are confident that this cask. meets all the C.of C requirements 1

(C of C 9081) and request that it be allowed back into active service.

i Due to shop space limitations, we have been delayed in testing the 1-13G I

cask. A comparable testing program to that performed on the 1-13C has just 4

been initiated. We will appraise you of the results following completion of I

the 1-13G testing.
