MINUTES OF THE NRC/IDCOR STEERING COMMITTEE MEETING ON SEPTEMBER 10, 1987 The purpose of the meeting was to discuss (1) the status of the generic letter to initiate the IPEs (2) the IDCOR IPE methods remaining technical issues, (3) the ACRS Comments and proposed trial review, (4) sever.eaccident management programs and (5) examination of plants against severe accidents initiated by external events. A copy of the agenda, list of attendees, and handouts are attached.

Mr. Cordell Reed, chairman of the IDCOR steering Committee announced the plans that, after issuance of the generic letter or January 1,1988, his comittee would tenninate its activities and NUMARC would take over the severe accident activities with a NUMARC staff member designated as the industry contact with the staff. ,

Dr. Brian Sheron stated that the NRC objectives of the IPE are for the utilities to identify plant features (hardware, training or maintenance) that can improve plant perfonnance and to implement them to reduce the frequency of severe accident and mitigate the consequence should one occur. The guidelines and criteria that will be attached to the generic letter will present an assimilation of insights gained from previous systematic examinations.

Dr. Sheron also stated that the staff is preparing, as an appendix to the generic letter, a document to provide guidance on the examination of containment systems performance given the present state of the art of analysis of phenomena in the containment during and after core melting accident.

Dr. Sheron, then presented the current schedule for the implementation of the severe accident policy. Upon issuance of the generic letter in December 1987, utilities will have 120 days to respond on what method they intend to use and the schedule for submitting their assessments. The implementation program of the Commission Severe Accident Policy is expected to be completed by the end of 1990. The utilities will submit the results of the IPEs identifying the plant vulnerabilities and their plans to dispose of these vulnerabilities. It is expected that utilities would proceed to implement the simple fixes immediately.

-2 With regard to the IDCOR IPEM, Mr. C. Reed indicated that they thought that

'- all issues'related to the IPEM were closed. However, the staff stated that some concerns remain. A meeting is tentatively scheduled for October 1987. The staff will prepare a list of the remaining concerns including these related to the use of the MAAP Code and. send it to IDCOR prior to the meeting.

Concerning 'the trial reviews recommended by the ACRS, B. Sheron indicated that al.though there are benefits to be gained from such reviews, it would delay the initiation of the IPE by at least one year. He stated that since the staff is preparing more detailed guidance on how to do the containment perfonnance assessment, and since;the staff is planning to hold regional works shops to answer utility questions, trial reviews are not need'e'd. C. Reed concurred with the staff position.

Dr. Sheron introduced the subject of accident management programs and indicated that it is not intended as a new program but simply utilize the insights gained from performing the IPE. The program will help each utility understand what could probably go wrong _in the plant and put in place a procedure to deal with it. The program will encompass a delineation of responsibilities, determination of equipment capabilities, identification of actions, instruction and training.

C. Reed stated that he will discuss the accident management issue with the appropriate people in the industry and would call for a meeting to discuss this issue further.

The last item on the agenda was devoted to the treatment of external events in the IPE process. Dr. Sheron stated that the Commission Policy on severe accidents did not distinguish between internally or externally initiated events that'could lead to a severe accident. Dr. Sheron also stated that the position presented by IDCOR at the external event work shop is not substantiated and some reasonable justifications are needed for why some external events are being excluded. C. Reed agreed to discuss the external event issue with industry people and he will address IDCOR position in the future meeting with NRC.

At the end of the meeting Dr. Sheron indicated that the Comission will issue in November 1987, a severe accident report that assimilates the infonnation in NRC's possession on the subject. This report will be updated on a regular basis to provide current information to the industry.
