Dear Chairman Zsch:

I am writing to urge the Nuclear Regulatory Commission to designate the town of Bourne, Massachusetts as a community which falls within the 10-mile Emergency Planning Zone surrounding the Pilgrim Nuclear Power Plant.

It is my understanding that this designation would allow the NRC to direct Boston Edison to include Bourne in its emergency planning activities.

Mr. Thomas Barlow,. Selectman from Bourne, testified before the Commission on December 9, 1988 and requested this designation.

I would like to briefly reiterate the town's position and lend my support to their request.

Bourne currently has eight homes which lie with.'.s 10 miles of the plant.

In addition, a 77-unit housing developacnt is currently under construction.

Several hundred people, therefore, will fall within an area that the NRC has determined appropriate for emergency planning.

Although EPZ designation does not always fall along an exact 10 mile radius, I firmly

believe that these families, as well as the Bourne civil defense authorities, deserve to be apprised of emergency information and to receive support for their planning efforts by Boston Edison.

Furthermore, Bourne's summer population rises significantly.

Two bridges leading to the beaches of Cape Cod carry average daily summer traffic of over 64,000 people.

Five to ten mile backups are not unusual on the busiest weekends of l

the summer.

Coordinated traffic management plans would be critical, therefore, in the event of an accident at the plant during the summer months.

Bourne civil defense officials should receive full information and support for not only for planning purposes, but also in the event of an actual emergency.

- The Commonwealth Office of Civil Defense has recognized that Bourne should be included in emergency planning for the plant.

It is imperative that Boston Edison, the Federal Emergency Management Agency and the Nuclear Regulatory Commission recognize this need as well.

I urge the Commission to direct Boston Edison to include Bourne in its planning and to refrain from approving any emergency plans until provisions are made for the homes which fall with the radius and for traffic management plans for the Bourne and S&gamore Bridges.
