CONFCRENCE PLAN (October 20 Prehearins Conference Rescheduled)

The October 20, 1987, prehearing conference, will be rescheduled, at the request of the parties.

The new times are November 16 from 1 pm until 6:30 pm and November 17 from 8:30 am until 12 noon.

Arrangements are still being made and will be announced in the federal register, The Board still expects the parties to discuss, among other things:

What documents do Applicants rely on to establish the adequacy of design and construction?

Whether or not the Board must make factual deter-minations about the extent of the historical breakdown in QA/QC for design and construction.

Discuss the " holding" j

of cases cited as precedent in detail, including the significance of the factual setting.

Should there be a finding of historical inadequacy (breakdown) of QA/QC for design or construction, would Applicants have to show that their "get well' program achieved the same degree of safety as would have been achieved pursuant to adequate initial implementation of Appendix B7 Complete and thoughtful answers to these questions, accompa-nied by a proposed detailed format for the prehearing conference, should be in the hande of the parties and the Board by no later than October 30.

Replies, limited to new arguments that have not previ-ously been made, shall be in the hands of the parties and the Board by no later than November 10.
