By> its applications dated August 19 and September 17, 1987 Georgia Power

+ Company submitted Addenda 1 and 2 respectively., to Westinghouse Report No, m WCAP-11531 " Technical Bases for. Eliminating' Pressurizer Surge Line Rupture as the Structural Design Basis for Vogtle Unit 2," and requested that they m' . ' be withheld from 'public disclosure ~ pursuant to 10 CFR 2.790. Also enclosed with each application was an a?fidavit from the Westinghouse Electric Corporation dated November 21, 1984.

, A s iThe affidavit stated that the submitted information should be considered Mempt from mandatory public disclosure for the following reasons:

1. The document contains information which is customarily held in confidence by Westinghouse.
2. The information has been held in confidence by Westinghouse and is not available in public sources.
3. The information is the result of analyses performed by expenditure of considerable time and effort to Westinghouse.

Je have reviewed your application end the material based on the requirements and criteria-of 10 CFR 2.790 and on the basis of'your statements, have determined that the submitted information sought to be withheld contains frade secrets or proprietary commercial information.

}q Therefore, Addenda 1 and 2 to Westinghouse Report No. WCAP-11531 marked as pro-prietary will be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.

Withholding from public inspection shall not affect the right, if any, of per-cons properly and .directly concerned to inspect the documents. If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, insure that tne consultants have signed the appropriate agreements for handling proprietary information.
