Dear Sir:

The enclosed copy of our Physical Security Plan is submitted to meet the requirements set forth in 10 CFR50.54(p)(2). The Physical Security Plan has been changed in the following manner: The revised Physical Security Plan requires a report, within one hour to the NRC Operations Center, in the event of a direct threat to the facility, a breach in the physical security system or the discovery that some SNM is missing. Prior to this revision, the plan required that notification of any of the listed items be directed to the Region lil, USNRC. The Plan has also been revised to include reference to the reporting requirements of 10 CFR73.71 and Appendix G to 10 CFR73.71, it is felt that these changes do not decrease the safeguards effectiveness of the Plan and have been made as a result of comments made ty Mr. G. L. Pirtle of the Region lil, USNRC during a routine Physical Security inspection carried out during the period of December 12-14, 1988.
