The purpose of this telecopy is to confirm the notification to NRC of conditions of noncompliance with section 3.7.11.1.a of plant technical specifications for Facility Operating License Nos. DPR-77 and -79, Docket Nos.

50-327 and -328.

This notification is required in accordance with action l

b.2.b of section 3.7.11.1 of plant technical specifications.

On September 25, 1987, at 1115 EST all four standby diesel generators (D/Gs) were declared inoperable due to a generic problem which is being evaluated and will be submitted to NRC as a revision to Licensee Event Report SQRO-50-327/87060.

As a result of the event, onsite emergency power supply for fire suppression system (i.e., to fire pumps) was not available, and the fire suppression system was also decitaed inoperable.

However, during this event, offsito power was available to the fire pumps, and therefore, the pumps could have supplied adequate water to mitigate the consequences of a fire. Preparation v:.s made for an alternate tackup fire pump but was not implemented since 1A-A D/G was returned to service within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

With all fire pumps declared inoperable, compliance with Limiting Condition I

for Operation (LCO) 3.7.11.1, action b, was initiated which requires, in part, I

a telecopy to NRC of the event.

This event is being reviewed to assess any lessons learned for inclusion into our operating experience review program.
