SUBJECT:

MEETING WITH REPRESENTATIVES OF SACRAMENTO MUNICIPAL UTILITY' DISTRICT (SMUD) TO DISCUSS THE LICENSEE'S ACTIONS REGARDING THE P0TENTIAL RELEASE OF CONTAMINATED RESIN IN THE LIQUID EFFLUENT WASTE STREAM DURING JANUARY 15-19, 1989 On Wednesday, February 1,1989, members of the Region V staff and SMUD met at 10:00 A.M., in the Chief, Emergency Preparedness & Radiological Protection l Branch's office, to discuss actions'taken and those planned to determine if any resin was released offsite, the source of the resin, the cause of the incident, and corrective measures to prevent recurrence. This meeting was requested by the licensee.

NRC Attendees: G. P. Yuhas, Chief Emergency Preparedness & Radiological Protection Branch H. S. North, Acting Chief, Facilities Radiological Protection Section C. A. Hooker, Radiation Specialist SMUD Attendees: S. P. Melancon, Project Manager S. Crunk, Manager, Nuclear Licensing-The agenda addressed at the meeting is included in the attachment.

Mr. Melancon discussed the scope of the actions taken, those in progress, and those proposed to address concerns associated with the release of contaminated resins from the "B" Regenerate Holdup Tank to the North retention basin. The items discussed are also contained in the attachment.

Mr. Yuhas requested that the licensee keep the Region V office abreast of the

, results from Lawrence Livermore National Laboratory's stream bed surveys, sample analysis data from the RHUT discharge filters, and sample analysis data from the condensate polisher sump. Mr. Melancon' acknowledged the request.

FURTHER ANALYSIS REVEALED ALMOST ALL OF THE ACTIVITY, WAS IN THE LIQUID - NOT IN THE RESIN-JAN 16 0900 "B" RHUT WAS RESAMPLED TO VERIFY HIGHER THAN NORMAL ACTIVITY LEVELS

  • PROCESSED "B" RHUT ON RECIRCULATION THROUGH THE EFFLUENT DEMINERALIZERS AND STRAINERS FOR 17 HOURS JAN 17 1300 TRANSFERRED 1/2 "B" RHUT TO THE NORTH RETENTION BASIN TO ENSURE DOSE PROJECTION LIMITS WOULD NOT BE EXCEEDED AND TO PROVIDE TIME FOR FURTHER CLEAN UP DURING TRANSFER THE EFFLUENT STRAINER BECAME CLOGGED AND THE:

STRAINER WAS BYPASSED TO ALLEVIATE THE WATER INVENTORY DURING THE~ RELEASE AN OPERATOR NOTICED THAT THE SOCK STRAINER AT THE INLET TO THE NORTH BASIN WAS TORN THE RELEASE WAS TERMINATED, THE SOCK REPLACED AND THEN THE RELEASE WAS RESUMED 1800 THE RELEASE WAS COMPLETED JAN 18 1200 "B" RHUT WAS ISOLATED AND PROCESSED FOR 41 HOURS (Cs 137 = 5 E-9)

LLNL IS CONDUCTING ENVIRONMENTAL SURVEYS DOWNSTREAM OF THE RETENTION BASIN DISCHARGE. SEVEN (7) WATER SAMPLES AND FOURTEEN (14) SEDIMENT SAMPLES WERE TAKEN. (PRELIMINARY RESULTS FROM THE ANALYSIS OF THE WATER SAMPLES SHOWED NO EVIDENCE OF RESIN. PRELIMINARY SEDIMENT ANALYSES REVEALED THE PRESENCE OF RESIN IN TWO SAMPLES.)

THE PHYSICAL ORIENTATION OF THE INLET TO A RETENTION BASIN AND THE DISCHARGE POINT, THE MECHANICS OF RETENTION BASIN OPERATION, THE BEHAVIOR OF RESIN IN WATER AND THE LOCATION OF THE RESIN DISCOVERED IN THE NORTH RETENTION INDICATE THAT RESIN WAS PROBABLY NOT RELEASED OFFSITE.

DISCHARGE OF BASIN THROUGH STRAINER INDICATED NO RESIN.
