ENCLOSURE FORT CALHOUN STATUS REPORT FOR PERIOD NOVEMBER 1 THROUGH JANUARY 31, 1989

1. Plant Status and Facility Operations The reactor was shut down for a refueling outage at the beginning of this report period. On January 29, 1989, the reactor achieved criticality, and on January 31 the generator output breaker was closed. The major refueling activities were as follows:

New fuel was installed in the reactor vessel.

Overhaul and postoverhaul testing of both emergency diesel generators were completed.

Plant computer address points were transferred to the emergency response facility computer and the old plant computer was removed.

Weld repair and radiography of the emergency feedwater storage tank was completed.

The main turbine was reassembled following inspection of the turbine rotor. The first stage of blading was removed due to cracking in the blades at the dove tail area.

Work was completeo on major station modifications including installation of seismic supports for the diesel exhaust lines, installation of the diesel radiator exhaust dampers, control room ventilation installation, and metroscope replacement.

2. Items of Special Interest The Systematic Assessment of Licensee Performance (SALP) Process The final SALP report for Fort Calhoun Station was issued on November 14, 1988. On December 5,1988, Omaha Public Power District (0 PPD) revised their September 19, 1988, response to the SALP report. The NRC acknowledged OPPD's revised response on January 4,1989, as acceptable.

Inspection Activities An Operational Safety Team Inspection (OSTI) was conducted from October 31 through November 10, 1988. The team was composed of NRC Headquarters, Region IV, and centract personnel. The inspection team fonnally presented the inspection findings to the licensee on November 10, 1988. The NRC and the licensee met again on January 19, 1989, to further discuss the inspection findings. The OSTI inspection report is in final preparation.

A team, composed of Region IV inspectors, was onsite from January 30 through February 3,1989, to review the licensee's action on open issues.

An NRC Maintenance Team Inspection is scheduled to be conducted at Fort Calhoun during the weeks of March 13 and March 27, 1989. The team will consist of Region IV, NRC Headquarters, and contract personnel.

Safety Enhancement Proaram (SEP)

The SEP is a consolidation of the concerns which led to Fort Calhoun being placed on the list of plants requiring additional NRC attention. On November 9,1988, OPPD representatives met with the NRC at Region IV to present the SEP. Revision 0 of the SEP was submitted to the NRC on December 9,1988.

OPPD will submit a " Status Report" each month commencing in January 1989.

A letter of notification will be transmitted to the NRC upon the completion of each SEP item.

OPPD also plans to present the status of the SEP during quarterly meetings with Region IV and NRR. The first meeting was held February 24, 1989.

Region IV has scheduled an onsite inspection of licensee actions taken as part of their SEP. This inspection is scheduled for the week of April 17-21, 1989.
