Nuclear Generating Station l

The full-scale biennial exercise evaluation report of.the offsite juris-dictional participation in the Rancho Seco Nuclear Generating Station radiological emergency preparedness exercise, dated _ December 8,1986, cited an area requiring corrective action relating to the alert and notification system.

It directly related to meeting the 15-minute requirement for siren activation and dissemination of Emergency Broadcast System messages. The report recommended redemonstration of this objective during 1987.

A corrective action demonstration was held on September 16, 1987, and included participation by Amador, San Joaquin, and Sacramento Counties.

Region IX's evaluation of the demonstration concluded that the areas i

requiring corrective action have been corrected.

The full-scale biennial exercise evaluation report of the offsite jurisdiction participation in the Rancho Seco Nuclear Generating.

j Station emergency preparedness exercise, dated December 8.~1986 (exercise date:-

October 8 1986) cited an~~ area requiring corrective action relating to the alert and notification system.

It directly related to meeting the 15-minute requirement for siren activation and dissemination of Emergency. Broadcast System messages.

The report recommended redemonstration of this objective during 1987. -

Subject drill was evaluated by representatives of FEMA Region IX and California Office of Emergency Services.

A drill objective was "To demonstrate the capability of Amador, San Joaquin and Sacramento counties to develop public' protection messages and issue these messages.via the Emergency Broadcast system within 15 minutes of a decision to activate the public notification system".

The annual test of the siren system was also a part of the drill (actual sounding of the sirens). This included demonstration by the Emergency Broadcast System radio station staff receiving

' direction from local offsite jurisdictions to release pre-scripted messages. (actual handling of messages and simulated airing).. The decision 'to activate the alert and notification syste's was made'by the three counties at 9:10 A.M.

The sirens were sounded and. simulated message release was made at 9:25 A.M.

There were two subsequent demonstrations as the event escalated, both were well within the 15-minate requirement.

l Another finding of the biennial exercise was that of' Emergency Broadcast. System pre-scripted messages.

The local offsite jurisdictions have drafted and redrafted the pre-scripted messages over the past several months and were using draft i

messages during the drill.

The messages are greatly improved.

Minor refinements of the' draft messages should~ provide the offsite jurisdictions with a more simplistic form for processing.

Associate Director Page Two The evaluator findings of the alert and notification drill conducted on September 16, 1987 was that the Emergency Broadcast System messages and 15-minute time requirement (areas requiring corrective action as a result of the biennial exercise during 1986), have been corrected.
