SUMMARY
Reference:
Letter from TVA to NRC dated August 31, 1987, "Sequoyah Nuclear Plant (SQN) - Unit 2 Support Modification Restart Criteria for Rigorous Analysis Piping" TVA and NRC personnel met in Bothesda, Maryland, on September 1, 1987, to review the SQN unit 2 Civil Pipe Support Calculation Regeneration Program and the proposed restart criteria to b9 used for prioritizing associated support modifications. The restart criteria was documented in TVA instruction CEB-CI 21.89 and submitted for NRC review August 31, 1987 (reference).
At that meeting, NRC accepted the use of the support modification restart criteria at SQN unit 2 with limitations on two criteria.
In response, TVA agrees that the " load sharing" and " piping system operability" restart criteria will only be used in limited applications and only with NRC approval.
NRC requested the date when full compliance with the Final Safety Analysis Report (FSAR) commitments will be met.
Tentatively, compliance to the long-term design criteria will be achieved by completion of unit 2 fuel cycle 4 (as documented in the enclosure).
However, TVA is considering the development of an integrated schedule for the prioritization of all outstanding posttastart activities. Upon development of this comprehensive schedule, TVA will meet with NRC to review and discuss the various postrestart issues and modify previous schedules as appropriate.

ENCLOSURE COMMITMENTS - SQN UNIT 2 PIPE SUPPORT MODIFICATION RESTART CRITERIA Compliance to the long-term design criteria of SQN DC-V-24.2 will be targeted to be achieved for SQN unit 2 civil pipe support calculations by completion of unit 2 fuel cycle 4.
Alternatively, TVA is considering the development of an integrated schedule for the prioritization of all outstanding postrestart activities. This comprehensive schedule may yield revisions to some previously committed L
schedules, based on postrestart workloads and assigned priorities of tasks.
