RESPONSE TO IE INSPECTION NOTICE 87-02 (G-87039)

Dear Sirs:

The following is a response to observations and recommendations made during your January, 1987, Material Control and Accounting audit.

ITEM 1: A programmatic type procedure will be written covering the l

Fort St. Vrain nuclear material control system.

This procedure will refer to existing implementing procedures as described by ANSI N15.8.

ITEM 2: Training requirements will be either included or referred to in the programmatic procedure.

ITEM 3: A nuclear material internal control system description will be either included or referred to in the programmatic procedure.

ITEM 4: A Health Physics sealed source inventory procedure will be referenced by the programmatic procedure cod will be performed concurrent with other inventories.. A commitment to promptly report the results of sealed source inventories to the Nuclear Materials Manager will be included in.the appropriate procedures as well as proper inventory 1

documentation.

The inventory schedule will be changed from

bimonthly to quarterly, as suggested.

ITEM 5: All procedures requiring the application or destruction of tamper-indicating seals for the control of nuclear material will be revised as necessary to include the requirement that l

persons who apply or destroy such seals initial the i

associated documentation.

ITEM 6: QA auditing procedures will be referenced by the l

programmatic procedure.

ITEM 7: All identified 741 and 742 form discrepancies will be corrected by October 30, 1987.
