Dear Mr. Kirsch:

In response to your letter of April 28,'1987,- the following additional information.is provided regarding the Operations Advisor Program at ' Rancho Seco. The program was initiated voluntarily by the District to-provide additional assurance that plant testing and startup would proceed smoothly. It was tailored to meet the needs'as perceived by the District which are different than those of plants in initial startup at which all operators and managers have no experience operating their plant at power. In contrast all SMUD licensed operators have Hot Licenses, and several were hot licensed at other plants. The SMUD Operations Advisors provide . additional management experience and presence on shift and, as a group, bring startup testing experience which complements the crews' Rancho Seco operating background. A description of the course of instruction is attached which provides more detail than submitted on March 11, 1987. A final comprehensive written examination was given with a passing score of 80% required. Operations' Advisors are now on shift to assure the program is functioning effectively, well in advance of any significant cold shutdown. testing. Regarding operating experience, we intend to retain an Advisor on each 1 crew through stable full power operation, or later, until that crew has 1 at least one individual who has one year of responsible operating /startup ' experience as a shift supervisor or assistant shift supervisor at Rancho .Seco. The framework h,,r these comments is the previous experience in Region V with acceptable programs which were conducted at Diablo Canyon and Palo Verde, as well as consultation with the Division of Human Factors Safety in the Office lof Nuclear Reactor Regulation. First, the plan's training requirements are ambiguous. Greater specificity regarding' hours of training in each subject area seems appropriate and has been an element in previous acceptable programs. Similarly, the training requirements do not mention whether a final comprehensive examination is planned, nor whether an oral evaluation is part of this examination. Both of these elements should be given serious consideration. Finally, we believe that SMUD should consider requiring that each operating crew have an Operations Advisor until that crew has at least one Senior Reactor Operator with a year of responsible operating experience similar to that required of the Operations Advisor. Emergency Plan Training by Emergency Planning Depart =ent was not conducted because they r.ever received our correspondence. This is not a' problem as we taught their objectives in our Emergency Plan Training for 8 hours. They trained on off-site agencies, administrative set ap of Emergency Plan, and event classifications. 2. Procedure C.94 is still being drafted. This procedure was not taught, as a good draft was not available. The Operations Advisors are aware of this and will familiarize themselves with C.94 upon issuance. 3. .Startup Testing Control and' Response has not been developed. This material was the responsibility of Operations and, to the l l best of my knowledge, will be covered at a later date by Operations. 4 A.31 - TDI Procedure, C.162 and C.164, Loss of SIC 2 end SID2 are not yet developed. 5. Steve Martin, who arrived April 23, 1987, has : successfully completed one test and will take the compreh naive exam April 10, 1987. The outline includes. objectives, Operations Advisors' duties and responsibilities, qualification requirements, training, and implemen-tation schedule. We are actively recruiting personnel to fill the positions and at this time have established contracts for five Operations Advisors. Onorations Advisor Duties and Rossonsibilities Operations Advisors (OA) are assigned under'the administrative directionT of the !Eclear Operations Manager. The OA reports-to'the Shift Suparvisor and'is,used on shife in'an-advisory capacity..The OA shall have direct access to the Nuclear . Operations Manager or the Plant Manager to resolve any disagreements which may af,fect saia operation of the unit. The OA may be' assigned specific responsibilities, however, these assignments shall not include activities that require an operators license. The OA duties generally include the following. tasks: 1. Review and assess the-impace on routine shift operations of SRTP (System Review-and Tese Program) activities. 1 2 Observe and. evaluate pre-case briefings and recommend to the shift supervisor appropriate action (up to and' including test termination) prior to and during testing. 3. Review and assess the impact of significant plant evolutions-planned. for the. shift and participate in shift turnover briefings. 4 Research any potential problems involving Techitical Specifications and provide input based upon experience.- S. REQUIREMENTS Minimum Experience Requirements Shift Advisors (SA) shall have held a Senior Reactor Operator License on a Babcock & Wilcox PWR and have at least 6 months of on-shift responsibility as a licensed SRO. The SA shall have at least one year of experience at an operating nuclear power plant in a management position, staff or supervisory. position that required routine use of admiriistrative contro.ls such as Work Requests, Equipment Status Control, Radioactive Release } Permits,. Control of Ignition Sources,.etc. . Minimum Training The SA shall' satisfactorily complete the SA training module (an overall grade of 80% or greater and no section less than 70% on;an examination, Nuclear P1 ant.) y SMUD Training Department and approved by the Ma to be prepared b SHIFT ADVISORS (SA) DUTIES & RESPONSIBILITIES The Shift Advisor reports to the 55 and is utilized ort shift in an advisory ~ 4 capacity. This schedule assumes several things: o- 'Verv knowledgeable currently /recently licensed SRO's on B & W plants - licensed.SRO for at least one year. o Excellent supervisory skills already attained. NRC not' requiring the same shift advisor training that~near o term operating license plants have to do; but a very'similiar type of training program required. The training consists of five' weeks of classroom and one week of simulator training. Additional moneys will have to be transferred to training to support this simulator training. We should start the class on January 26, 1987, in order to complete it by March 15, 1987, so that they may be on-shift for the March 16, 1987, plant heatup. PROGRAM: 9 Consists of five weeks of concentrated system and procedures lectures and reviews of reactor theory, heat transfer / fluid flow and radiation protection. During the course of the program two quizzes and one NRC ] style comprehensive examination will be administered.
