SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION U. S. Nulcear Regulatory Commission (NRC)

Response to Inspection Report 50-498/85-18 and 50-499/85-16 Gentlemen:

This refers to Inspection Report 50-498/85-18 and 50-499/85-16; Construction Permits CPPR-128 and 129 for the South Texas Project, Units 1 and 2; and your letter dated January 2, 1986.

As you stated, the SAFETEAM Program is not specifically required by NRC regulations.

It was instituted by Houston Lighting & Power at the South Texas Project to provide an additional communication channel for employees tt anonymously express any concern they might have regarding nuclear safety or quality. The SAFETEAM Program was originally to be in place only during the construction phase of the project; but, the benefit and merit of the program is such that we will retain SAFETEAM throughout the operations phase as well.

Based upon the information from your staff received during the exit conference, HL&P has taken action in each of the " areas of improvement" identified in the inspection report. Those actions are complete and ready for review at any time.
