Vogtle Electric Generating Plant - Unit 2; 50-425 Cable Separation Within Panels On September 9, 1987, Mr. R. E. Folker, Vogtle Project Quality Assurance Engineer, notified Mr.

M.

V.

Sinkule of the USNRC-Region II of a potentially reportable condition involving the electrical separation criteria specified in Construction Specification X3AR01.

/

This Construction Specification, in Sections E-8 and E-9, provides criteria for physical separation of electrical components, including the reduced separation distances based on testing performed by Wyle Labs.

The reduced separation requi rements have been reviewed and accepted by the NRC, and included in the FSAR and appropriate Design Criteria.

Unit 2 Readiness Review Finding 2RRF-006-011 determined that portions of X3AR01 were not in agreement with the FSAR with regard to electrical separation requirements inside panels.

In response to the Readiness Review Finding, an engineering study on electrical separation was implemented to determine the full scope of discrepancies between the Construction Specification,

FSAR, Design Criteria and the Wyle Lab test report.

A review of the engineering study is currently in progress to verify that all discrepancies have been identified and that proper justification has been provided, or corrective action identified.

In parallel with the review of the study, investigations of plant documentation and walkdowns (as required) are being planned in order to determine if any physical deviations actually exist in the plant.

An engineering evaluation will then be conducted to determine the potential impacts of this condition on plant safety and to determine if a breakdown in a quality program occurred.

Georgia Power Company expects to complete its evaluation and submit a final report on this condition by December 1, 1987.
