Letter, June 20, 1987, W. T. Crow to A. F. Olsen Gentlemen:

The referenced letter was issued af ter your review of the Region II Final Report for Phase I of the Building C Decommissioning Project.

The letter lists four conclusions that were reached.

Of specific interest is conclusion No. 3, which states:

The licensee will have to demonstrate there is no contami-nation beneath any painted surfaces in Building C (any contamination beneath painted surfaces must meet release criteria ). The NRC shall make a confirmatory survey before B&W repaints any surfaces in Building C.

A survey team from Oak Ridge Associated Universities (0RAU), under contract to the NRC, arrived on site on August '17,1987, performed confirmatory-surveys in Building C and lef t on September 2, 1987.

The completion of the rough draft of their report is scheduled for the middle of November, 1987.

B&W desires the use of portions of Building C and would like to paint some of the rooms.

However, the prohibition stated in Conclusion No.

3 prevents us from proceeding because it is the latest written commit-ment addressing this subject for Building C.

If indeed the ORAU survey constitutes the confirmatory survey required in Conclusion No.

3, I request that this be stated in writing, so that it is clear that repainting can be performed with the concurrence of your office.

B&W is aware that painting the surfaces in Building C before the re-sults of the survey are formalized carries with it the risk that additional decontamination 'may be necessary, and that removing some of this paint may be required.

Due to the result of our surveys indicating that further decontamination is not.needed and that there is a need to use the space, B&W is willing to accept the risk.

I am requesting your written concurrence now because it has been my experience that considerable time is required for the confirmatory surveys to be finalized and the results published.

Based on this experience, Building C will be needed before the final report is l
